It means that one of the encounter slots changes if you use pokeradar. If you don't use pokeradar, it uses whatever is in the "Not using pokeradar" box. So just don't turn on the pokeradar and you're good.
The encounter slot is called "Pokeradar" because the idea is that it can ONLY be affected by using the pokeradar, so time of day, swarm, and dual slot don't ever change what's in that slot. Only pokeradar does.

to explain better, i meant legendary, mythical and paradox pokemon.
the reason i'm asking for this button to take out those pokemon, is to make easier for when someone is trying to make something like "oh, what would be my pokemon team if i was a gym leader" and stuff like that.
