Whirl Islands (B1F)
Where?
East of Cianwood City. There are four islands, each accessible only by using Whirlpool to get past the whirlpools blocking the way to the caves. As for the floors...
Enter the northeastern island's cave. This is 1F. Jump over the ledge above on the right and then take the upper path, jumping over the ledge there and then heading up. Go down the ladder there. You are now on B1F. Follow the path down, left and down again until you come to where there's a ladder down a little below to the right; go down that ladder. You are now on B2F. Go down, take the path on the right towards the Sage, and then walk down the slope below. If you enter the cave here, that's B3F. The deepest cave, entered at the bottom of the slope, has no wild Pokémon.
Notes
In HeartGold, once you've obtained the Silver Wing from the old man in Pewter City, you can come to the deep cave (see above for instructions) to battle Lugia (level 70). In SoulSilver, the Kimono Girls will tell you to come there once you've gotten all eight Johto badges and will summon Lugia (level 45) for you.
How to read this table
The bolded horizontal headings stand for the main condition that affects the following slots; the big cells on the left side describe which circumstances must apply for the rows they span to be active. The percentages tell you the chance of a Pokémon from this slot (row) appearing for any given wild encounter, provided the condition on the left holds. Each condition (i.e. each bolded horizontal heading) always has the same number of slots actually active.
If all this confuses you, and I don't blame you, just set the conditions in the form above to what actually applies for you right now, which will hide all the inactive slots and leave only the Pokémon you're actually going to be seeing. This will also recalculate the statistics at the bottom of the table accordingly.
