Fixed, thank you! I felt like I was going insane hearing the experience values weren't floored until I realized it was because of the recent backend upgrade to Python 3, which changes the default division operator on integer values to be real instead of integer division. I thought I'd found and fixed all the places I was using it, damn it.
The pre-Gen IV experience values, meanwhile, were just an oversight - the tool was originally made for Gen IV, and when I added the earlier gens sort of offhandedly because I might as well, I didn't check that they hadn't changed at some earlier point. They should be corrected now.

The per-Pokémon XP totals given in the hover text on the Locations pages (Gen I Locations and so on) are wrong.
First, and this applies to every generation as far as I can tell, it gives the experience as a decimal instead of flooring it.
Secondly, even if you mentally floor them when looking at them, some are still wrong. Specifically, I noticed Machop and Geodude in Gen I, which, on double-checking, I noticed that they're some of the handful of Pokémon whose base experience yield changed twice (once in Gen IV and once in Gen V). From what I can tell, I think it's using the Gen IV yields.

Some of these trainers don't show the levels they have at different points. Examples being the route 209 PKMN Breeders.
I really wish there was a proper guide showing their levels at different stages in the game, however I completely understand how difficult that is. I can say that some folk at my current stage (5 badges) have lvl 30's, like the route 209 pkmn breeders.
I've been here since August 2004, and the newest update on my first visit was titled "Stuff". This website was a huge part of my childhood (I'm 32), had a huge influence on my early writing, and caused me to go through both an "edgy Pokémon fanfiction" phase as well as a "try to sound logical on the Internet and get into debates with people" phase. I regret nothing.
I don't think I would have even ended up becoming a writer if it weren't for this site.
(Also, the Pokémon I got this time was Misdreavus, which is EXTREMELY fitting. I miss Cave Style! I will forever associate Misdreavus with TCoD.)
Sorry, I should have looked closer at your calculation; it's just I saw you wrote up the formula with no rounding, and ignoring the rounding is the most common mistake people make.
Your real problem is that at the end you're just dividing by 256 and using that result. As explained on the capture mechanics page, X/255 (255, note, not 256!) is designed to be the rough odds, but that approximation is not the actual chance and can be significantly off. Instead, read the "Throwing a ball" section on the page for what you need to do with your final catch rate X to get an accurate result. The game introduces much more significant rounding errors at that step.
