Some of these trainers don't show the levels they have at different points. Examples being the route 209 PKMN Breeders.
I really wish there was a proper guide showing their levels at different stages in the game, however I completely understand how difficult that is. I can say that some folk at my current stage (5 badges) have lvl 30's, like the route 209 pkmn breeders.

Worth noting that, for HP EVs, Tuber Jared shares a screen with Tuber Chelsea with a single Azumarill (3 HP EVs). She had a Bibarel in D/P.
