Yep. You have to make sure that the enemy knows Fly and is going to use it(If i have the way that Sketch works right in my head.)

Slowpoke cannot learn Whirlpool. Period. No matter what, as of Gen 5.

could smeargle use sketch to learn fly? bulbapedia says sketch lets it permanently learn any move except chatter. says nothing about fly… oh, yeah, by the way, i decide to name my shiny smeargle goblitrog. if you dont get it you need to google it.
