Cerulean Cave (2F)

Where?

Just northwest of Cerulean City. To get there, cross Nugget Bridge, go down the stairs on the left side and then surf down the river until you get to the cave entrance.

Naturally, you enter at 1F. Walk up to the water, surf up to the top and then turn left, go under the bridges, down and then up onto the platform on the left. Ignore the first ladder you see and instead go down, past the second ladder you see and down off the platform, then get onto the platform on the right. Continue walking along this platform, turning up where you have to; again ignore the ladder you see on the right and instead turn left, off that platform and then onto the next. From there, continue down off that platform and then get up on the very tall platform on the right. Go up this ladder, finally. You are now on 2F.

Head left and turn up where the path splits, then right where it splits again. From there, there is only one path you can take that ends at the top left corner of the floor, where you can take a ladder back down to 1F. From there, there is another ladder down a bit below, allowing you access to B1F.

Notes

Mewtwo (level 70) is lurking on B1F. Once you're down the ladder I described above, get down from that platform and then go around to the right, heading up. Follow the path to the top left corner, then right and finally down. Ignore the first narrow pass to the right, but go right where the path splits below and follow it onwards to the water. Surf up on the right and get back on the land there. Continue on upwards, onto the platform at the top, down off it on the right, continue all the way down to the water and surf in, turning right just below there. Get out of the water and go up on the platform on the right. Mewtwo will be standing there between two boulders. (The ladder behind it will then take you quickly back near the entrance after battling it.)

How to read this table

The bolded horizontal headings stand for the main condition that affects the following slots; the big cells on the left side describe which circumstances must apply for the rows they span to be active. The percentages tell you the chance of a Pokémon from this slot (row) appearing for any given wild encounter, provided the condition on the left holds. Each condition (i.e. each bolded horizontal heading) always has the same number of slots actually active.

If all this confuses you, and I don't blame you, just set the conditions in the form above to what actually applies for you right now, which will hide all the inactive slots and leave only the Pokémon you're actually going to be seeing. This will also recalculate the statistics at the bottom of the table accordingly.
