Mt. Silver (outside)

Where?

Hooo boy.

Well, obviously, Mt. Silver is on the eastern edge of Johto, accessed through the west exit from the Victory Road entrance building for the first time and afterwards accessible with Fly. That bit is straightforward enough.

The grass around the Pokémon Center, before you enter the actual cave, is the Outside area. Once you're inside, you'll be on 1F. If you surf left, go up the waterfall and then enter the tiny cave on the right side just above the waterfall, that's 3F (the one with the Pupitar). If you instead surf past that cave, climb up the wall on the left, go up on the left to climb down the right wall, surf into the water there and go up to enter the cave on the top wall, that's 2F.

If you instead Rock Climb up from the entrance and go out through the exit at the top right, you'll be on the Mountainside portion. If you then go down, up the stairs on the left and up the next staircase, up through the grass and up the third staircase on the left, continue up, go down the stairs on the right, ignore the cave just below you and instead go down the next flight of stairs on the right, head down and take the stairs at the bottom right, and finally walk up the stairs below you on the left to enter the cave there, you're back on 1F. From there you can walk left, then up and up the huge staircase through the cave entrance there to 1F Top.

From there, walk up the stairs above you, up the stairs to the left, go all the way around to the left until you get to the stairs, go up them and go around the right side to the next staircase, and then head right and go outside the cave exit there to get to the Top area outside. Follow the path right and then down, past the first cave entrance you see and then into the second. Once inside, head down and go back out when you get to another exit. There, continue down and turn left where the path does; enter the cave there. Walk left and exit the cave again through the exit on the bottom wall. Now Rock Climb up the wall on the right. There will be three climbable bits of wall you can access now; take the middle one and then climb up the next section of wall just on the left to enter the cave above. This is 4F.

Notes

If you go to the 2F area as described above, Moltres (level 50) will be down in that pit, just a Rock Climb away.

How to read this table

The bolded horizontal headings stand for the main condition that affects the following slots; the big cells on the left side describe which circumstances must apply for the rows they span to be active. The percentages tell you the chance of a Pokémon from this slot (row) appearing for any given wild encounter, provided the condition on the left holds. Each condition (i.e. each bolded horizontal heading) always has the same number of slots actually active.

If all this confuses you, and I don't blame you, just set the conditions in the form above to what actually applies for you right now, which will hide all the inactive slots and leave only the Pokémon you're actually going to be seeing. This will also recalculate the statistics at the bottom of the table accordingly.
